For thousands of years man has pledged his mind towards the task of creating utopia; is it able to be achieved? Regardless, can states be improved from their general modern form by any means? The natural tendency towards change over time is in accordance with scientific principles- this tendency has for some time been a disadvantage with governance and society- I submit that it can be tempered and advantageous. I here say that states can be improved more easily than most people believe.
