Two best friends are turning 13, the beginning of being a teenager, and all they wish for on this special day is to have the best time ever! But when midway of completing the party, Chelsea and CiCi are faced with their "mean girl" in school and she's out for destruction and won't have nothing less: but the question is how much of destruction?
