Of course, corruption was remained in a lower bureaucracy, but already among mid-level officials, it was much smaller, and there was almost no corruption among senior officials and the royal government. In addition, the number of officials (and police) per capita in Tsarist Russia before 1917 was much lower than in developed European countries. Also false is myth that "Stalin has eradicated corruption in the USSR" .. In this brochure, the author writes about all this below on the basis of facts and documents of the time.
