Section 5 tells of how Rodney Macefield rises from a Senate staffer to President of the United States with control over all branches of government. His success is due to a novel interpretation of Section 5, Article I of the Constitution which governs who may be seated in the two houses of Congress. Along the way, his radically conservative ideas and actions bring tragedy to both his family and to those of the working class Grombleys trying to earn a living while bringing quiet love to each other. Ultimately, Rodney's decisions and actions will have a world-wide effect
